California Governor Signs AI Safety Bills to Regulate Third-Party Security Assessment Mechanisms

California Governor Gavin Newsom has signed two AI safety bills that regulate third-party security assessment mechanisms for AI systems. The bills, introduced by Assemblymember Rebecca Bauer-Kahan, establish a registration system and ethical guidelines for external auditing agencies of AI. A bill proposed by former Congressman and State Senator Jerry McNerney requires the state government to set standards and review the qualifications and assessment capabilities of independent verification agencies. Both Anthropic and OpenAI have publicly supported this legislation, with OpenAI stating it will continue to advocate for AI safety legislation across states. Newsom has called for the federal government to expedite the establishment of national AI regulatory rules.
